European transport companies affected by changes in CEMT-IFT authorizations

Starting in 2015, international regulations governing the circulation of transport vehicles on European roads were amended.

The multilateral ECMT-IFT authorizations , which until now allowed couriers from transport companies to freely circulate throughout the 44 member states of the European Transport Conference, will depend on the vehicle’s classification. They will only be available for Euro IV vehicles or higher.

This measure is being implemented once again to try to mitigate the effects of pollution by reducing CO2 emissions from vehicles that cause environmental impact. In 2010, it was established that these circulation permits would only be granted to Euro III vehicles or higher, but now the measure is even more restrictive.

Let us recall the conditions of this authorization :

  • After the first transport between the country of origin of the vehicle and another Member State, the carrier may carry out three international cargo transactions that do not involve the country of registration of the vehicle.
  • Once these operations have been carried out on cargo, the vehicle (both loaded and empty) must immediately return to its country of origin (registration).

This is therefore a somewhat limited permit, but it grants Spanish transport companies a great deal of freedom. From now on, they will have to seek alternatives, which will likely involve renewing their fleet of vehicles so as not to cause environmental damage, as the vehicles used up to now are believed to do.
